Senator Crewing (Manila), Inc. (SCM) was formally established and registered with the Philippine Security & Exchange Commission (SEC) as a stock corporation on June 11, 1990. Following its founding, on August 17, 1990, the Philippine Overseas Employment Administration (POEA) issued in favor of the company the license “… to recruit, hire and process Filipino seamen to man enrolled vessels of its accredited foreign shipping principals.” Still within the month, the agency provided the first Filipino crew complement for the reefer ship MV Calafia of Seatrade Groningen and MV Ville de Jupiter, a container ship of the German NSB Group.

For the first two years, SCM rented a small office unit in Pasig City which provided enough space for the five pioneer employees and seafarers visiting the company. In 1992, SCM transferred to a more spacious office at the State Financing Center in Mandaluyong City. This edifice is located at the corner of Ortigas Avenue and EDSA (Epifanio de los Santos Avenue) – Metro Manila’s main thoroughfare – and adjacent to the POEA building, a prominent landmark which is known to every Filipino seaman. Employing highly competent Masters, officers, and ratings for a modern fleet of container vessels, reefer ships, bulkers and tankers, SCM quickly gained recognition from quality-oriented international ship owners and, at the same time, established an excellent reputation among professional Filipino seafarers. 

After staying for 12 years in the same building, in 2004, the company moved just 50 meters down the road to the newly-built Hyatt Centre. The entire fifth floor and then later on, also the fourth floor, were leased bare shell. The floor arrangement, interior design, and modern office furnishing were done in accordance with the specific needs of SCM. Each workstation was equipped with a state-of-the-art computer unit to provide access to the company’s crewing software MPS (Maritime Personnel System) which, since its introduction in 1995, has been constantly upgraded and customized to be in line with the newest developments of the crewing industry. Hence, adding Columbia Shipmanagement’s CAPE and NSB’s MariApps software to the IT infrastructure was done quickly and smoothly.

SCM operates in a manner that protects and promotes seafarers’ employment rights. Officers and ratings are placed only on ships wherein labor conditions are in compliance with the Maritime Labour Convention (MLC) requirements. The office team includes experienced Master Mariners, Certified Public Accountants, and highly specialized administrational clerks, most of whom have been with the company for many years. The company’s well-tuned quality management system since 1998 is certified in accordance with ISO9001 by DNV

Experiencing continued growth, the company’s deployment over the years had increased to the number of 2,200 annually. In recognition of its accomplishments and high standard, SCM received the Top Performer Award from the Philippine Department of Labor in 2006. 

In order to support the outsourcing of labor and cost-intensive crewing operations from Germany and Cyprus, in recent years, the company has been entrusted with several additional tasks and responsibilities. In 2019, SCM successfully applied for an extension of its original primary business purpose with the SEC and since then has been enabled to provide the full range of crew management services to its principals, not only for Philippine seafarers but also for officers and crew of other nationalities.

As the internet, modern social media, and smartphones became increasingly popular among Filipino seafarers, not only for communication and entertainment, but also for seeking new job opportunities, the trend was closely monitored by the management together with the recruitment team. They responded by broadening and continuously updating the spectrum of digital presence with the aim to attract and employ highly qualified officers and crew for the growing fleets of SCM’s principals.

Over the decades, SCM has broadened its scope of services significantly and today handles all aspects of modern crew management.
